EaseUS Todo Backup is a good solution but Windows features stop working like that could be an indication of other problems...
Maybe there is some clue about the problem in Windows Event Viewer.
Download MiniToolBox and save the file to the Desktop.
Close the browser and run the tool, check the following options:
- List last 10 Event Viewer log
- List Users, Partitions and Memory size
Post the resulting log in your next reply.

Let's do some checking and get another log please...
» Check Windows System files integrity
- open the Command Prompt as Administrator (Tutorial)
- type the following command and press Enter:
sfc /scannow
Note: This may take some time to finish.
if it doesn't say "No integrity violations found" them do this: - In the command prompt window, type or Copy & Paste the following:
findstr /c:"[SR]" %windir%\logs\cbs\cbs.log >%userprofile%\Desktop\sfcdetails.txt
- Close the command prompt.
- Attach to your post the sfcdetails.txt file that was just placed on your Desktop
- You can safely delete the sfcdetails.txt file afterwards if you like
» Check some windows critical services...
Download Farbar Service Scanner
- Run FSS
- Check all the options
- click Scan
Post the generated log in your reply.

To make the system more secure you should enable the User Account Control (UAC)
- Open the Start Menu
- Click Control Panel.
- Click the View by drop-down arrow and select Large icons.
- Click User Accounts.
- Click Change User Account Settings.
- Move the slider:
- Set to Always Notify to turn UAC ON
- Click OK
- Restart your computer.

If you are backing up folders that contain files that might trigger your anti-virus software by mistake, this will cause the backup to fail. I have seen this happen multiple times with Microsoft Security Essentials. Just exclude the files in question from the anti-virus program and then the backup will run. Of course make sure these are legitimate files first before you do it.
Make sure system protection is turned on. You can do this by going into the System control panel and then clicking on system properties. Then you can enable system protection for the different drives in your computer.

I have 2014 Norton 360 for AV and am running a full scan, including the Transcend drive now.
Is there a free back up software I can use in place of W7 Backup and Restore?
I would like to do backups on a regular weekly schedule.
You can use EaseUS Todo Backup suggested before.
With the UAC disabled everything will run as Administrator if I'm not mistaken, try to run the sfc scan because your Windows have some problems and sfc will try to fix them.
