Probable cause: dwm.exe, MaxPayne3.exe, dwm.exe.

MaxPayne3 is a game of some kind is it not?

Yes, another game I've installed recently.
It seems to happen shortly after exiting recently installed games, perhaps it has something to do with Steam.
