Portable device connection issue

I am facing an issue with my vista ultimate 32 bit.Whenever I connect any portable drive like portable usb hard drive or a usb dongle it's not getting installed and reports error while installing and I doubt some ting might be faulty in services which might have caused so..please let me know the fix for this
