I need help High CPU usage. Slowing me down

There is a file that is slowing me down by a lot called cvtres.exe and is in the Microsoft .NET Framework file. I tried deleting it but the folders stayed along with cvtres. I don't know how to fix this, Nortan is telling me it's this file causing the high cpu usage but I can't terminate it or anything. Please help me I have nothing else I can do about it
