There is clearly another reason why you are unable to boot into Safe Mode, thank you for your patience with it

Can you check in the BIOS that the USB ports are enabled.

Have you checked this.

Not sure where the Hirens boot disk has come into this, can you remove it from the drive

Have you removed the Hirens disk.

Can you also check that the HDD is detected and enabled in the BIOS please.

Yes, I checked. USB is enabled in the BIOS.

Yes, I tried with the removed board Hirens Boot.

The BIOS correctly detected disks.

Can you try pressing Shift + F8 when you start the computer please to see if that gets you into Safe Mode/Advanced Boot Options etc (this is apparently because Windows 8 is so fast that you miss it  )

If no joy try setting the boot sequence in the BIOS so that a USB device is set to boot first, save your settings etc and exit, place your Windows 8.1 USB thumb drive in a USB port and then restart the computer.

Let us know how the above goes before doing anything else please.

It does not work ;c
I would add that I have access to the system drive via the laptop (I'm writing now by him) at the logon screen.

@Edit:
When loading a stick pulled it out. This resulted in an error. He appeared to select settings start at F8. I have connected a USB stick again and shoved the key.
Emerged are:

What does not work.

I would add that I have access to the system drive via the laptop (I'm writing now by him) at the logon screen.

Do you mean that you have the USB thumb drive that has Windows 8.1 on it in your notebook and that you can get to the Windows log in screen.

Sorry I missed your edit.

Please try Safe Mode with Networking and then post back.

This shows that the media on the USB thumb drive is ok, please right click on the thumb drive icon and then choose the eject option and only remove the device when you get a message on the screen telling you to do so.

Next, check that your desktop computers boot sequence is set to USB device first and the HDD second, post back to confirm this for us.

Hmm... I don't see thumb drive icon. Where is it?
You mean the screen with the arrow in the upper left corner of the page?
There are:
Restore (not active)
Move (active)
Size (not active)
Minimalize (active)
Maximize (not active)
Close (active)

You mustn`t have a short cut on your desktop as I do so please eject the device as you normally would, this helps to prevent damage to the drive and the data on it that can be caused by simply pulling out the thumb drive.

USB flash drive is seen as a HDD in the BIOS. Also, I have no way to set the flash drive as the first device that is booted at startup.

I tried, but I had problems with it.
I decided to install the system from scratch. Before reinstalling Windows 8.1, I installed Windows XP. It also had problems.
Does this mean that the reader is damaged?
Can I try something else? Something to check?

@Edit:
This time I set up more space for the Windows Restore Points, I was assured that in case of trouble I could roll back time.

I can only think of trying the device in another computer or have it tested at a tech store, the latter may cost you more than what the card reader cost though.

Good call on the restore points
