Gday.

Your CPU usage is not 100% so is not bottlenecking the GPU and it also is not bottlenecked.   I think the problem is elsewhere.

Check processes running and RAM usage.

Well, I use Windows' built-in security. The only 3rd-party security program I use is Toolwiz Time Freeze which wasn't virtualizing the system at the time. At most my RAM reaches anywhere in between 40-50% when running multiple programs. It reaches around 33% when running just the video program. MPC-HC itself is using 500 MB. 

 

CPU usage is running anywhere in between 60-100% but mostly 70-100% when playing 1080p mkv video. For some reason, frame drops aren't nearly as bad as they were before; but I still get them, particularly when seeking and during the more graphical scenes. I don't know why it's different now. All I did is re-install the Kawaii Codec Pack because I kept getting an error. I'm getting 50-60 fps now, even on videos that were previously delivering 32 fps. This has happened a couple of times before. I'm not sure why. I'm using the same settings. DvDs seem to playing well now. I haven't experienced any frame drops when playing The Hobbit: The Desolation of Smaug, The Amazing Spiderman, and Thor: The Dark World. But this has happened before. That is some videos will play fine while others, even old videos, will suffer from a massive amount of frame drops. Either way, DvDs look awful on my monitor. They look much better when the video player is restored down to fit the video, but they look awful in full screen mode. They appear blurred, fuzzy, and grainy. I wonder if it has something to do with the scaling making the matte coating on my monitor more apparent.
