As mentioned earlier we will now take a look at the output from the PSU
Download [url="http://www.filehippo...load_speedfan/"]Speedfan[/url] and install it. Once it's installed, run the program and post here the information it shows. The information I want you to post is the stuff that is circled in the example picture I have attached.
If you are running on a vista machine, please go to where you installed the program and run the program as administrator.
(this is a screenshot from a vista machine)
To capture and post a screenshot;
Click on the ALT key + PRT SCR key..its on the top row..right hand side..now click on start...all programs...accessories...paint....left click in the white area ...press CTRL + V...click on file...click on save...save it to your desktop...name it something related to the screen your capturing... BE SURE TO SAVE IT AS A .JPG ...otherwise it may be to big to upload... then after typing in any response you have... click on browse...desktop...find the screenshot..select it and click on the upload button...then on the lower left...after it says upload successful...click on add reply like you normally would.

Screenshot instructions are provided to assist those that may read this topic but are not yet aware of the “how to”.

Can you also provide a HWMonitor screenshot for us as there are a couple of readings missing, the +12V rail looks ok in Speedfan though

HWMonitor is showing that the +12V rail is low, that is 2 out of 3 programs suggesting that there is a problem with it, if we run the following program and the +12V rail is again shown to be low it suggests that you need a new PSU 
Download and install Free Everest Home Edition
Open it.
1: In left pane expand Computer folder.
2: Click once on Summary
3: In upper menu, go Report
4: And then to Quick Report-Summary
5: Save it in text file, and paste it in your next post.
Click the + by computer, click on Sensor. Get a screenshot and post it so your temps and voltages can be checked.
DO NOT INCLUDE ANYTHING UNDER THE LINE THAT SAYS "DEBUG- PCI"
Please disregard fixes offered by reg cleaners as they often do more harm than good, check out miekiemoes blog here

The voltage readings are again off but this time it is the +5V rail and the voltage to the CPU.
Can you check the +3.3V, +5V and the +12V readings in the BIOS, no need for a screenshot just make a note of them and post them in your next reply tomorrow.
NB: BIOS voltage readings.
The readings are not conclusive in the BIOS as the computer is under the least amount of load, if they are higher or lower than what they should be though it does suggest a PSU problem.

Restart the computer;
- Press F10 while the cursor in the top right corner of the screen is blinking.
- Older Compaq computers may use the F1, F2, F10, or Del key to give access to BIOS.
- Look for something like the screenshot in my reply 56

phillpower2,thanks for that;Okay(f10) it looked differant from sceenshot,but this is what it showed...Vcore=1.24v..12v=12.9..5v=5.12..Vbat==3.20..5VSB=5.15...Thats all it showed + temps....Side note I need to look on this site for LOW IMPACT free anti virus,as of now MSE says I'm no loger protected,Any sugjestions??,Thanks,Tim..OH Yeah,Got "fatal error" it just shut down-re started n gave the following error,Mean anything to You??Thanks...

Make sure that MSE is uninstalled from your computer first (Add/Remove programs) then download Avast free from here
Any problems uninstalling MSE see here
We will come back to the error once your computer is protected, keep in mind that support for XP from MS ends today and this may be drawing it to your attention.
