Windows 7 clock stuck in cycle

Hello,

My system clock is stuck in a 1 hour cycle. I can change the time but no matter what I change it to, it will reset itself to the previous hour once it has reached XX:59:59. For example, if I set it to 18:45, at 18:59:59 it will reset to 18:00:00 again. The date doesn't change because of this as well. I can not find anything on how to fix it. Any ideas? Thanks in advance.

Is it Operation system clock or BIOS clock? 

If the first, try to play with Region and language options in control panel

and check whether the system synchronizes with windows time server.

 

If it's BIOS, you can try resetting it or changing the BIOS battery
