OK you do have the backups you created so if anything is missing it will be in there :)

The drivers will probably be available from windows update at some stage, so if there are no problems then leave them

Yep :) I have the backups.

However one thing that I didn't backup properly is my iTunes library. I just saved the Library folders from My Documents/Music/iTunes as regular files (not properly via Export option in iTunes). So now I am unable to sync my iPhone without risk of erasing all.

Do you happen to know if I have a chance to restore my Library in order to make this new iTunes to sync with my iPhone and iPods without erasing the data?

Have you enable iCloud within iTunes ? As this will download all purchased items when you sign in with windows 7

The iPhone that I have has been given to me by my employer. iPhone's iCloud has been disabled by my company IT policy.

So there is no point of enabling  iCloud within iTunes.

Open iTunes, and on the menu bar select store
On the drop down list is the option "Check for available downloads"
Select that and it will download all your purchased items to the computer

I belive that this only will transfer the purchased items from Itunes. What about my pictures and my music ? Is there any way to transfer that too?

You should be able to copy those direct from the iPhone
There is a step by step guide here http://support.apple.com/kb/ht4083
