Unable to maximise webpage from bottom task bar

Hi. When I attempt to double click or right click a desk top icon to go online, it goes to the bottom task bar. When I try to open it, is shows up as a small webpage but I can't maximise it. There is no task manager and when I try "move" or similar commands nothing happens. I have tried Systems Restore without success also made sure all protection is ok. Something is not working right. Can anyone help please?

Do you get the message that TaskManager was disabled by Administrator?

Are you able to go online at all, download any files?
