Unable to connect to one specific Minecraft server...

My friend hosts a Minecraft server and I used to be able to connect to it, and now my connection is intermittent at best.  I have no idea what's causing my issue, can someone help me???

 

I have been able to ping the server, and I can connect to other servers, I just can't connect to the one that I want to play, which is frustrating.

Download WinMTR put in the address for the server in the Host area and press start. Let it run for a couple minutes (like 2 or 3) and see if there is somewhere where there is a Loss %.
