I need an app that will allow me to have voice and video communications with elderly people in my home when I am outside but within range of my WiFi network.

Any ideas?

If you wanted to do that using internet, you have a wide range of apps. I used TeamViewer for that and found no glitches. Many recommend it only for desktop sharing but it can be used for vidoe and voice calls if you have that installed on both systems.
