the window minimizes and wont reopen properly when i press ctrl and c at the same time in a game, in my browser, any program. i have tried different keyboards and a couple other simple things(restart...etc.) that have not helped. i even posted on microsoft support site, they just treated me like an idiot and gave me a link to a website that told me how to use copy and past shortcuts.

What game are we talking about here if I may ask ?

Also if it hasn't been done already, can you try resetting your keyboard shortcut keys ?
