None of the power cables can reach the MB unless its in the case, it's all zip-tied down. Also, what would I put the MB on while it's outside of the case?

One of the reasons that it is advisable to do a barebones test outside of the case first, if you do a barebones set-up and everything works but then it does not when inside the case you know that the problem lies within the case, the reset and power buttons being mis connected is a common one.
The box that the MB was shipped in or a piece of cardboard that is larger than the board itself.

Okay tried a bare-bones boot (took the MB out, put it on the anti-static bag that it came with, connected up the heat sink & it's 2 fans, and the 2 power cables to the MB) and nothing happens.

I took the MB back to the Tigerdirect store to exchange it ('cause I figured it was a DOA) and I'm doing a barebones hook up right now with the replacement one.

Okay did the barebones hook up with NOTHING in it but the MB speaker, got nonstop beeps (from no RAM) then did 1 part at a time. I just finished hooking up the last bits and powered it up. Everything is fine. The previous brand-new board probably wasn't DOA. We're remodeling my kitchen and I think the fuse blew on the wall the PC was hooked up to because I tried to connect my phone charger, to test that it was getting electricity, and got nothing. Everything seems to be A-OK right now. About to take it all apart and hook it back up inside the case this time. I'll boot it again once everything is reconnected and stitched up to ensure it's all good, and then I'll post back on here.

Painful but at least you are making progress
I may be offline when you post back but wish you good luck and I will check back here as soon as I can but it may be Saturday morning UK time as I have a lot of work to attend to

Just finished hooking everything up inside the rig. All is well, PC is fixed! Thanks for your help along the way.
