WS2_32.DLL file not found for prgms on Win95

I have an old computer running Win 95, for a while now, I've had windows registry problems. Whenver I install a program, then try to run it, error says "WS2_32.DLL not found". Whether I'm installing FILEVAN OR PKUNZIP.

ultimate goal - fix this as I want to be able to install FILEVAN so I can easily transfer data and microsoft office prgms to my new Dell Dimension 2400.

Help is much appreciated
