Can't Surf, 'No Internet Access' yet MBAM and Win pull upd

I have problems with:

Network
    List of wifi routers always contains 'other network', sometimes two instances, which is available everywhere I go. This should be         impossible if the router is in a fixed location.
    
    When connecting to a router, sometimes it reconnects becoming 'network 2' instead of 'network'.
    
    The harddrive continuously is active for 10 minutes after booting.
    
    When I connect to a network, it shows, 'no internet access', yet Windows Update and MBAM both pull update data. When I open my browser I can not surf, 'No server found, check your internet connection'. Checking ipconfig /all the IP address is listed as 169.254.x.x, mask 255.255.0.0, gateway blank. I don't know how my wifi adapter is capable of talking to the router when there is no settings in the adapter, according to ipconfig. Those softwares can get updates but I can't surf.
    
    I have tried to disable/re-enable the adapter; In Device Manager, uninstall the driver for the wifi card then refresh.
    
    After I sign in to my email account my internet connection slows down, bandwidth reduces, for all activities.
    
Hard Drive and Filesystem

    After cleaning free space, it was reported I removed 13 GB, going from 127 GB to 140 GB. After that the system began loosing a GB or two per day, until reaching 122 GB. At this time I ran Tweaking.com tool to attempt to repair possible issues. I then ran another PC cleaning scan and clean which the system now says contains 150GB of free space. I don't know what is causing this behaviour, it is strange.

    Heuristic word.exploit in explorer.exe

I just came out of a malware cleanup session (Bleeping Computer, currently down), so would like to try and diagnose networking first to see if it is something overlooked.

I have attached the Wireshark tcpdump of the connection attempt, change the extension to .pcap file.

 

It looks like my connection attempts are routing through Netbios, which I just disabled before experiencing this network problem.

The computer is starting with Ethernet and a 169.254.x.x address, at some point connecting to the router, requesting a specific address through ARP, then gets to Netbios, then M-cast. I don't know how it gets to the wifi adapter.

Yes, I ran the selections he requested, but there was no improvement. I also ran the tool at least 10 times in that thread, 5 or 6 times he asked me to plus 4 or 5 times I ran the tool on my own. Initially it helped, but then my computer went back to being slugish. Just before posting here at Geeks To Go I ran the tool, focussing on the networking selections, the networking issues remain.

Since this has been going on more or less since July, why not just backup your data and do a Clean install of Windows 7. That should resolve all the problems and get you up and running again on a good install of Windows 7.

That happens when you turn everything off to run security scanners. It's something I do to prevent malware from auto updating during a scan, an old habbit.

 

Try uninstalling both the WiFi and Ethernet adapters from Device Manager, under Network Adapters by right clicking on each and select Uninstall. If asked, DO NOT uninstall the drivers. Reboot and see what happens.

I'll give it a try.

 

Since this has been going on more or less since July, why not just backup your data and do a Clean install of Windows 7. That should resolve all the problems and get you up and running again on a good install of Windows 7.

Yes, if that were possible for me to accomplish I would have done that already and not bothered to post here. I don't have any copies of Win 7, and am trying to get someone with a clean system to burn me a copy from heidoc.net, like Win 7 HP Media Refresh Edition ISO. Preferably from someone who doesn't download torrents.

When I connect to a wifi ssid 'struddle N' coffee', it halfway connects, MBAM can update, Windows can update, but I can't surf, ssid sub text states 'No internet access'; Then somehow the adapter cycles, connected to 'struddle N' coffee 2', ssid sub text states 'Internet access', now I can surf. How are the packets being routed which is causing this strange behaviour?
