Cannot Uninstall IE 11 - errors all over the place

I've been trying to uninstall IE11 for a few days on a Windows 7 32 bit machine.  I've tried several methods with administrator accounts (network and local). 

 

The first was downgrading through Programs and Features/Installed Updates. 

This gives me the Windows Update dialog "An error has occurred. Not all of the updates were successfully uninstalled.  So I tried running the MS fixit for updates that don't completely install just to see.

 

I then tried the command prompt with

[FORFILES /P %WINDIR%\servicing\Packages /M Microsoft-Windows-InternetExplorer-*11.*.mum /c "cmd /c echo Uninstalling package @fname && start /w pkgmgr /up:@fname /norestart"]

This gave me the Windows Package Manager dialog "Operation failed with 0x80070005.  Access is denied.

 

I've tried installing the IE language packs but they say they're not compatible and also tried downloading the IE11 setup but it will not complete as well.

 

I've ran chkdsk.  I disabled IE in Windows features and then reenabled it and tried downgrading again.

 

I'd like to get to IE9.

 

Any other ideas?

older browsers may be less secure and stable though. Know if IE 9 is still there ?

Thanks for the reply.  This is the tutorial I had tried but it gave me the errors listed above.  I haven't yet tried removing it in safe mode though.  I'll give that a shot when the station becomes available.

Your welcome. Did you uninstall IE 9 before putting IE 11 on system ?

If you didn't this could be reson for errors.
