Is the TV connected to a computer or being used as a domestic television set
Then it is a problem with the TV itself and will need a service engineer to repair it, suspect parts are the LCD controller and power/inverter board/s with service centre repair costs possibly being more than a replacement TV.
What is the brand and model name or number of the TV and how old is it.
