1.where do deleted files/folders go when deleted it permenantly(the name of that folder)?
2.how to restore those files/folders?
All is about OS Wi7, WinXP, Win8,

If you deleted them would go to Recycle bin, if emptied the recycle bin then you will need a file recovery program to retrieve them off hard drive.
Do not believe there is no other way to recover or find them yourself if cleaned the recycle bin.

Always back up files make system restore points.
You should try your computer to its time when you have had not deleted the files.
But it only works when you want currently deleted files.
MiniTools Power Data Recovery might be helpful. Free version will recover the recoverable up to 1GB.

unless the setting is made to "permanently" delete files or folders, which means Recycle Bin never gets the deleted files or folders.
i guess the true answer is, the files go nowhere and are still on the hard drive (even though the os no longer knows where to look for them.) until over written, and that's why file recovery software can still be used to recover files sometimes, once the file has been over written though then it's gone for good and file recovery software won't help you recovery it.
personally i use photorec to recover lost files, it's free open source software and there's no size limit on amount of data it can recover.

When others from The 'Net search for answers, I suspect some do not worry what the original starting post date was; And there is always a chance for more recent and/or differing information.
