I've read in several forums that registry repair utilities are useless and even harmful, but my machine is doing odd things that seem related to registry problems. Should i go ahead and run something like IObit's Advanced Care?

Would not advise to use registry cleaners.Same thing registry repair. Question is, what things are happening that you suspect it is a registry error or problem ?
Try from Adminstrator command prompt, in start menu right click the command prompt and select Run as Administrator, then type sfc /scannow
Exactly as shown, can copy and paste this into command prompt.
Also run a disk cleanup and a virus scan.
Let those run, let us know if it finds anything. Post back.
