Do you have a computer store nearby that you could take the notebook into, they will have an adapter that they could try on the notebook + they may also be able to test the battery etc, you would need to explain what it is exactly that you require as in test the notebook with either a known good charger or battery to see if one or both of yours are bad.

 

If your main power brick had any charge whatsoever in it so will the capacitors on the MB, one sure way of shorting things out I`m afraid  :(
