Audio and video just aren't working.

For a long time, I've been having this issue with my computer.  Any audio or video on the internet USUALLY doesn't work.  Take YouTube, for example-- most often, either the video loads but cannot play past 0:00, it will load without audio, or it will load but not play past 1-5 seconds.  Audio works even less.  Sometimes I get lucky and things work.  It's on all browsers I've tried (Chrome, FireFox, Internet Explorer, Flock and Opera), and on all websites.  It does not effect the audio or video of my computer itself-- I can listen to my music or watch already downloaded videos just fine.

 

I've tried the things that everyone has suggested.  I've cleared my caches and even ALL browsing data; I've uninstalled and re-installed both Chrome and Flash; I've messed around with settings that I don't quite understand, exactly as directed, in Control Panel.  At this point, I'm at a complete loss.  Refreshing the page over 500 times for the CHANCE of a video working is just getting so tiring and annoying, especially since I would like to enjoy my shows and music.  Is there anything else I can try?
