Bad news. Processor incompatible with the one you recommended. I pulled the old one here's all the info off of the top of it. Intel celeron d 2.53 GHz/256/533/04a sl7tl q440b550

The new one reads Intel Pentium 4 3,60ghz/1m/800 sl7l9 l435a985

They are two completely different CPUs and so the specs will not read the same, the P4 matches the specs listed by Dell, see attachment below;

So what does that mean as for the CPU upgrade? Where should I go from here?

One thing I did notice. The Intel Celedon has a j at the end of the model number. Might only processors with that j on the end be compatible?

If you have the replacement CPU place it in the MB and after correctly applying thermal paste reassemble the computer and test.

Before anyone made any terrible mistakes STOP.

According to official Dell those are the processors supported by GX280:

DD517 Prescott P4 64bit Kit, 521, 2.8Ghz, 800FSB, 1MB
D7460 Prescott P4 Kit, 530, 3.0Ghz, 800FSB, 1MB
DD519 Prescott P4 64bit Kit, 541, 3.2Ghz, 800FSB, 1MB
D7462 Prescott P4 Kit, 540, 3.2Ghz, 800FSB, 1MB
D7463 Prescott P4 Kit, 550, 3.4Ghz, 800FSB, 1MB
M8964 Prescott P4 Kit, 550, 3.4Ghz, 800FSB, 1MB
D7464 Prescott P4 Kit, 560, 3.6Ghz, 800FSB, 1MB
M8965 Prescott P4 Kit, 570, 3.8Ghz, 800FSB, 1MB

Dell engineers its BIOS, and BIOS not updated once new Dell model is released, and so on. Even GX620 is not compatible with Core 2 Duo, and it is many generations ahead of GX280!
So stop dreaming about placing anything above mentioned CPUs in this machine, you have been warned.

If someone thinks otherwise, provide proof like screen shot or similar, general Intel rules do not apply to Dell all the time, only within specific time frame.
