What exact error do you see when you try and open those folders ?

Access is denied.

I'm not allowed to empty the recycle bin!

And what does the recycle bin error say exactly ? access denied or what ?

Empty Recycle Bin is dimmed out, I'm unable to empty it.  I can double click on it and the following contents:

 

HP_TOOLS

Local Disk

Recovery

 

(well, seems I don't want to delete any of that)

I don't know why those items are in the recycle bin, can you right click them and choose restore.
