Windows 8.1 File Explorer prevents a process coming to the front when clicked on the taskbar.
Often, when I open a File Explorer window, one or more other open programs with buttons on the taskbar will not come to the front when I click on the button. I then need to minimize F.E. and maybe all other windows to reveal the program I want. Alt-Esc doesn't do anything in this circumstance. This started happening suddenly, but a system restore did not cure it, nor did a 'refresh' - IE a reinstall of Windows 8.1.
It's not always File Explorer starting this: Comodo Dragon can start the behaviour too, but less often.
Sometimes the process minimizes and stays minimized; nothing will restore its window.
Windows 8.1 is fully up to date.
