I guess the word "potential" means that the user has to be careful not to delete something they actually need, and most people (myself included probably) might make a mistake?

(I did enable PUPs on Avast just now  though- that is done!)

Generally in my experience if it is a PUP then you do not want it ... These are generally toolbars and other programmes that are bundled with free software
