can you give us the make and model of your laptop/pc also the make and model of the bluetooth adaptor your using (if you have one.) please.

from what i can see your pc/laptop doesn't have any bluetooth hardware/capabilities unless i'm being thick and missed something,

so i'm assume you have a bluetooth dongle and are trying to connect that to the pc before being able to communicate with another bluetooth device, like a smart phone or bluetooth headset yes?
