Hi Rajneesh :)

Of course, you can easily upgrade Windows 7 to Windows 8.1 by downloading the Windows 8.1 installer from Microsoft website, entering your product key to validate it and then follow the on-screen instructions for the upgrade process! If you bought a Windows 8.1 installation media (DVD), you can also insert it in your computer and launch the upgrade process. Just make sure to select the upgrade option to "Keep all your files" if you don't want to back them up before, since your personal files will remain where they are, while the rest of the files will be stored in a folder called windows.old on the root of the C: drive. You could also decide to use the Windows 8.1 installer from Microsoft to create a bootable installation media, like a DVD or USB, boot from that media and do a fresh installation of Windows 8.1 by completely deleting the Windows 7 installation before. Does that answer your question? :)
