I have Dell inspiring laptop. OS windows XP.

I somehow got into the configuration and really screwed something up. When I power on, all I get is a blue screen with a flashing cursor. Have no options whatsoever. Not concerned with saving any data; previously wiped clean. Lots of disc space remains.

Any advice on how to restore factory settings? Local PC repair shop wants $180.

There are many different versions of the Dell Inspiron notebook and we need to know which particular model you have as they are not all configured the same, see example model name/numbers here
