How to install multiple languages without xp cd

I have tried many times to install custom languages without any cd, but I couldn't.

if you have any idea or any software knowledge please share.

thanks

 

Note: I have tried to install LIP (LANGUAGE INTERFACE PACK) but it is not bieng install, 

and I want this software as aio (all in one pack)

Windows.Microsoft.com > Set up Windows XP for multiple languages

 

Note: Since each language you add is loaded into memory when you start your computer, add only those languages you will use. Adding more than a few will affect performance.
