Windows 7 running slowly with only 50% or less cpu and memory max perf

My pc has been running unsatisfactorily slow for a couple of months, So I decided to us the pcpitstop.com test service to help diagnose the problem... this is the summary results of the tests.

Memory performance of this system 5227 megabytes per second, is significantly lower than average. Systems with the same processor and amount of memory typically perform at a level of 10511 MB/s.

 

The processor performance of this system, 9023 MIPS (millions of integer operations per second), is significantly lower than similar systems with the same type of processor running at the same clock rate, which perform at 19187 MIPS, on average.

 

I also made use of OTL from this site to create a text log but have no idea how to use it ( file attached).

So I'm asking for help with the OTL log to help me pin point the cause of my pc problems
