Scrambled directories

Running Wiondows 98. In many programs, when I select "open" or "save as" and browse for a location, the directories now appear after the files in either reverse or random order. In Windows Explorer, under "view", I select arrange icons by name, then under view/folder options/view, I select make all files like this one. Windows Explorer performs correctly but many programs list files first in an unknown order, followed by folders in reverse alphabetical order. If I right click and choose arrange icons, I can sort by name, type, size, and date, but it is always reverse order, the folders are always listed following the files, and the choice I made does not remain in effect the next time I browse. Any ideas?
