PC automatically scrolling everything to top -Not allowing me to do an

I use windows 8.1 on my desktop.  Recently, whenever I am typing something in Microsoft Word, it suddenly stops responding, and automatically scrolls very quickly up to the top of the document, and will not allow me to continue typing, or to make any changes to the document or even scroll back down to where I was typing.
 
At the same time, whilst I have my internet browser opn, it does the same thing, and automatically scrolls very quickly up to the top of the webpage, and will not allow me to do anythinmg, or to or even scroll back down to where I was reading.
 
When I manage to get to the desktop, I the "My computer" icon is highlighted on my desktop, and it does not matter if I attempt to click on any other icons, it just automatically opens the "My computer" in which the top row of "desktop, my documents, download, music, pictures" folder are automatically highlighted.
 
The only thing I can do is restart my computer manually on the tower button itself and restart the compouter.
 
Then after restarting the computer, 5 minutes later it does this again.
 
My computer should not have any virsus, I have Trend Micro Titanium installed - which works well, and prevents viruses, spyware and malware.
 
I also did an online scan with ESET smart security and it found not viruses and did not fix the problem.
 
I did a system restore - back to 3 months previously - when the problem did not exists, and even though I restored the computer back 3 months in time, the problem still occurred.
 
Then, I then did a "system refresh" in which the computer re-installs Windows 8.1 onto my computer - only keeping my personal files.  - But the problems persist.
 
Has anyone experienced this kind of problem before, and how do I fix it??

I do apologize for the delay in responding.

Concerning your Windows 8 auto scrolling problem, I see you pretty much eliminated everything that might be causing this. One thing you did not mention though, have you tried another mouse? I have seen this happen when the mouse is dirty. Try using another mouse and let me know if that stops the auto scrolling.
