It depends what you're looking to achieve. Office 2013 would be the best if you plan on using the product on a single computer and work from there, while Office 365 would be better if you plan on working on your documents across multiple devices.

PCWorld wrote an article on that decision "2013 vs 365", if you want to read it, I'm sure it'll help you make a decision.
