Windows 8 loops between boot up then restarts. cant break the cycle [C

I have a laptop that is infected with the virus that shows you on your web cam and claims that the users computer has been used to view / store / download illegal  content, and demands payment using online currency. I took to youtube to find a way to get it sorted, where a video claimed that by going to

 

msconfig>boot>safe mode 

 

then restarting it would boot up in safe mode allowing you to tackle the offending  files in several different ways. 

when I attempted this the laptop in question went into a continuous loop between booting and restarting. I'm away from home, and I don't have a windows OS disk with me. Does anybody have any suggestions as to how I can stop it from doing this so I can get on with trying to remove this interpol virus ?

Hi I assume this is a 64bit system..  You will need a USB stick of about 4Gb and another computer to download the programmes and create a boot USB
I will PM the links for both Windows 8 and Windows 8.1 as they are system specific

Download the following three programmes to your desktop :


1. Rufus

For 64bit systems
2. Windows 8.1 64bit RC
2. Windows 8 64bit RC
3. Farbar Recovery Scan Tool x64


Insert the USB stick Then run Rufus

Select the ISO file on the desktop via the ISO icon.

Press Start
Then copy FRST to the same USB

Insert the USB into the sick computer and start the computer. First ensuring that the system is set to boot from USB

When you reboot you will see this.

Select the language on this screen and keyboard on the next

Select the Trouble shoot option

Select Advanced option

Select Command prompt

At the command prompt type the following :

The notepad opens. Under File menu select Open.
Select "Computer" and find your flash drive letter and close the notepad.
In the command window type e:\frst64.exe and press Enter
Note: Replace letter e with the drive letter of your flash drive.
The tool will start to run.
When the tool opens click Yes to disclaimer.

Press Scan button.
It will make a log (FRST.txt) on the flash drive. Please copy and paste it to your reply.
