They said the 71.10.216.1 - 71.10.216.2 numbers are not associated with my account either.

I could give you some instructions to delete those entries but I hesitate to do that if it means you lose connectivity. My guess is that it will be okay and when you restart you machine it will regenerate what is needed (which may be what is there now) anyway but up to you. Tell me what you want to do. :)

Thank you but I don't have wireless.  I have 2 computers separately connected to a TPLink Wired Router.

Yes, I think you mentioned that. My thought was that nowadays modems often come with wireless capability built in and even if you were not using it maybe someone else was. Hence the suggestions I made. Charter, who you say supplied the modem should be able to confirm or otherwise.

I honestly don't know what to do.

If you decide not to have me give you some instructions that will remove the Tcpip entries then, three thoughts occur.

  1. Talk to Charter and ask them how to change things to what they should be. It's strange they didn't do that when you spoke with them.
  2.  Go back and talk to the technicians who maintain your equipment, maybe they entered the IP address which apparently is a Charter one even though not associated with your account.
  3.  Alternatively you could open a topic in our technical section here or here and see if anyone there has any ideas.

Thank you emerald but I think I'm just giving up.  Friday, I bought new iPhone 6, disabled Wi-Fi and bluetooth (cellular data only) and didn't plug it into any computer. A few hours after returning home was connected to 2 dns servers and an ip in the 10-dot-somethng range.

Charter said they don't have any specific dns or ip numbers except the one they get from my modem (which didn't match) and can only 'support' configuring connection to obtain ip automatically.  Gave no course of action to take.

As far as the phone, Apple said:  "Can't help you, it's Verizon's service. Check with them."  Verizon said "Really have no idea, sorry."   Eventually, this will reveal itself and we'll all say AH-HA! but until then, it's just... there.

Thank you so so much for your time and effort.

I don't know whether it is relevant but my mobile phone (which is not an iPhone) always finds whatever available wifi there is in the area I happen to be in. It asks me though if I want to connect.

I think it is normal for your phone to find connections. :)

Thank you so so much for your time and effort.

You are very welcome.
