I've looked into the answers for this thread and couldn't find the the answer specific to my problem. 

 

My hard drive no longer worked so I bought a new hard drive. I tried to re-install the Windows 8, went to secure boot to disable it, and the went to system configuration to change the boot to CSM boot. I copied the iso file and saved it on a disc. Under the Boot setting, I made sure that the ODD is the first one to be read. I don't know what to do now or where to go from here.

You can't copy the iso file to the disc. You have to burn it the proper way.

Use BurnCdcc to create your bootable disc.
