It sounds like the Installed Programs / Features data may be corrupt. One way to check is to try a third party Uninstaller. Here's one listed at BleepingComputer: Revo Uninstaller. You can install this program (you do not have to buy the Pro version) and see if it has problems loading the same data.

CCleaner, Tools, Programs will also show all installed programs. See if Revo and/or CCleaner fills out the list correctly.
