I seemed to have lost file C:\WINDOWS\WINBL32.EXE. How can I get it back and reinstall?

Is this file necessary?

Not a windows file, and I am fairly certain it is malware related. How do you know it is missing? Are you getting a message at start? Did you recently remove malware?

I got some kind of trojan or spyware and had a lot of trouble but finally managed to restore in safe mode. When reboot took place it gave me message that the above file was missing.
