jittery mouse cursor

I recently installed Windows 7 Ultimate 32 bit onto a Dell Latitude XT that had Windows Vista before. During the driver installation I noticed that the mouse cursor had acquired a bug, it jitters at rest after a restart and won't respond to the mouse commands until the password is entered. It also does the same thing when a dialog box opens needing a response to a permissions approval and I have to use the arrows to make my selection yes or no before it will move and then stop jittering. Any Suggestions as to a resolution to this problem?

That's a Touchscreen system. Download the mouse driver. Also download and install the latest video driver.

Look at Device Manager and see if there are any yellow marks. If so, what are they?
