Movie Burned on DVD-R heavily pixelated when viewing on wide flat scre

This is a question that refers to a movie that was burned on DVD-R using Nero 7 Ultra as movie.  When viewiing on PC it is quite clear but when viewed on Wide Screen Flat Screen television through DVD player, it is not clear and has tendency to show pixels to the extent of blurring the visual.  Could it be that it was burned at the wrong speed, that it should be burned at a lower speed that that indicated on DVD itself(for example 16X, 6x, 4x.)?
