Windows XP will not start

Windows XP will not boot up on a Gateway laptop. I have tried several times with no success.
1. The CD drive also continues to be active (light flashing).
2. The laptop will not power up in safe mode either.
3. Windows will lock up with the Windows banner and bar on the screen.

Do you need any additional information?

wll it start up with safemode command prompt?

no, it will not start in any safe mode. If I ask it to start in a safe mode a string of command lines will appear and then it will freeze up again.
