Having freeze frame issues with windows 10 pro seems to be a Microsoft

Whenever I run any games my fps jumps all over the place from 70-40 but it maintains the same timing as the timing for the windows boot screenscircle made of dots near the bottom of the boot logo.Windows-8.1-boot-time.gifis there any way to fix this issue? I mean for them to be attempting to change my timing in an improper manner should be and is illegal just like subliminal messaging relating to identity theft.
