Dr. Watson crash problem

Whenever I would open folders I would get a crash. The folder would freeze then all close. I can't remember the exact error message.

So I tried to disable Dr. Watson. My steps:

Start > Run > Regedit OK.

2. HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\Current Version

3. Selected AeDebug, double clicked it and entered a value of ‘0’.

Upon restart I got a black screen white lettered error message: Windows could not start because the following file is missing or corrupt:

Windows root>\system32\hal.dll.

Please re-install a copy of the above file.

 

I didn't get a disk with this system. Where do I get above file from?

I installed an XP Pro disc I bought. I'm guessing all of my saved files Docs, pics, music) were overwritten? I can't find them. I didn't understand how to do a partition. I just did a fresh install.
