I have a decently powerful desktop Windows computer that goes unused most of the time because I tend to use my old and not too powerful laptop from my bedroom. I was thinking what would be the cheapest laptop/chromebook that I could buy that would let me run applications on my desktop computer but would stream the contents to the laptop. I don't wish to run any programs on the laptop by itself but just want it to be portable and light enough. Extra points if the laptop is a 2 in 1.

If what you currently have are both connected to the same network, simply use some Remote Desktop Software to connect the two. (You can even get Remote Desktop Software to run a Windows computer from a smartphone).
FWIW, Dell will have a Inspiron 14 3000 laptop for $149.99 (or $80 less than normal) starting at 6 p.m. on Thursday "Thanksgiving Day". The Windows 10 notebook is modestly spec'd as you'd expect for the price, featuring a 14-inch screen, Intel Celeron processor, 2GB of RAM, and 32GB of solid-state storage. Night owls can wait until midnight on "Black Friday" to grab a $99.99 Inspiron Micro desktop (also $80 off the current price), which includes the same specs as the Inspiron laptop (without the screen, of course) in a tiny form factor.
