I installed W10 and now I can't change brightness via my 'fn -/+' hotkeys. The brightness slider moves, but it doesn't do anything. I tried to adjust brightness from the power panel as well, but no success.

Go to your machine's (or, if it's custom assembled, the screen manufacturer's) website and see if there are updated drivers.  Lots of these sorts of issues are driver related.

Jack,

        You're welcome.

Also, have you checked as to whether the function keys across the top of your keyboard will perform the functions on their respective icons either when you are holding down the fn key at the bottom of the keyboard or when doing so only when it is released?

I recently acquired a new HP laptop that "works backwards" when compared against every laptop I've used prior.  On all my other laptops you had to hold down the fn key at the bottom of the keyboard to have the function key at the top do its function.  On this one it's the exact opposite.  If you're holding down the fn key the function keys do nothing but if simply pressed they perform their function.

On this machine the only way to toggle that feature on/off is through tweaking it in BIOS.
