What does this phrase mean?

 

sum({< ERR_CAUSE = {'OP'}>}[Eng DT])

 

I translate it as "if error cause = (op) then Ops DT = sum of the Eng DT "

 

Also what is the easiest way to learn a little more about this language as I have a work project and I am a computer newby when it comes to this stuff. 

 

Please help.
