pc acts like something is loading

MY computer is brand new and it is constantly running like something is loading up...what will cause that?

Well, something is loading up!
 
Sorry, couldn't resist but it's probably true. Most new computers come with a lot of garbage software that does little but slow things down.
Try using Clean Boot to see if stuff that is loading and running in the background is the cause: Troubleshoot Problem with Clean Boot in Windows 8

 

Above is for Windows 8 but applies to Windows 10 as well.

 

Also, what is the make and full model number of the computer?

Did it run like this from the time you bought it? If so contact the manufacturer and get them to fix or replace it. A new computer should run good, at least until you start loading it down with stuff.
