Ipad 2 will not connect to any wifi

I have an ipad2, an ipad mini, an Apple TV. After upgraded to ios8.1 on my ipad2 when I try to connect to wifi at home or anywhere, the ipad recognize the available networks but when I put in the correct password it says "incorrect password" or "can't connect to network. Under DHCP it is completely blank. All other devices has no problem to connect.
I reseted the network, I reseted the whole ipad to factory setting. I tried and use static instead of dhcp, nothing helps. Never had any problem connecting till the upgrade. When I took it to apple they said its not they fault, they offered no help but $75 credit toward purchase of a new one.
It is beyond frustrating, any help would be appreciated!

How did you reset to factory settings? Recovery mode connected to a USB? Did you try connecting to wifi before you restored a backup (with no 3rd party apps running)?
