Seeing as there is no longer any support for Windows Xp,  should Windows Security Updates be clicked on or off.

Probably doesn't really matter, however it might run a tad faster if it's not having to check for updates.

At start-up I keep getting a bubble advising me that Microsoft Updates are turned off.

Go into Security Center and turn off notification for Automatic Updates.

 

Start, All Programs, Accessories, Security Center.
